Active Duty Assignments

Col Morgan left active duty in 1996 and joined the Marine Corps Reserve as a staff member with the 4th FSSG. While serving with the 4th FSSG Col Morgan held various billets including Facilities Officer, G-4 Ops Officer, KTO Action Officer, and upon activation in June of 2005 was serving as the Deputy AC/S, G-4. Col Morgan was mobilized in 2005 and deployed to Djibouti, Africa serving as the Operations Officer and Executive Officer of the Anti-Terrorism base at Camp Lemonier. He returned from Africa, reassumed his duties as the Deputy G-4 with 4th MLG, and transferred to 4th MAW as the G-4 Plans Officer in May 2007.

In 2008, Col Morgan was again activated and served as the G-3 Operations Officer at the 4th MLG. On promotion to Colonel in 2010, he was reassigned as the Director, LS Division, Headquarters Marine Corps, Installations and Logistics Department. Col Morgan left active duty in May of 2011. In August of 2012 he joined 4th MLG as the AC/S G-3. In July of 2014 he joined the HQMC I&L Operational Logistics Individual Mobilization Detachment supported by the 4th MLG.

Col Morgan’s Combat Expeditions include: Contingency Operations in the Republic of Panama (1989) and OPERATIONS JUST CAUSE and PROMOTE LIBERTY, Republic of Panama (1989-90), OPERATIONS DENY FLIGHT and PROVIDE PROMISE, Bosnia-Herzegovina and the Adriatic Sea (1993 and 1995), OPERATION RESTORE HOPE/UNISOM II in Somalia (1993), and OPERATION ENDURING FREEDOM in Djibouti, Africa (2005 – 2006).

Since his departure from active duty in 1996, 2006, and 2011, Col Morgan has held several civilian positions including Vice President of a Facilities Management firm, healthcare information systems consultant, project manager, and regional vice president, System Director of Information Services, served as a Vice President of Information Systems at Ochsner Health System in New Orleans, Louisiana, and currently serves as a consultant in the healthcare industry. Col Morgan is a regular speaker on leadership and technology within academia, and at local, regional, and national forums.

His personal decorations include the Meritorious Service Medal (gold star in lieu of second award), Navy-Marine Corps Commendation Medal (gold stars in lieu of third award), Navy-Marine Corps Achievement, Medal (gold star in lieu of second award) and Combat Action Ribbon (gold star in lieu of second award). Additionally, Colonel Morgan has earned Expert level marksmanship with the service rifle and pistol receiving multiple annual awards.

Civilian

Bill is from New Orleans, Louisiana.  He graduated from Tulane University in 1985.  After 30 years of service, he retired from the US Marine Corps Reserve as a Colonel in 2015.  He served 15 years on active duty, has deployed overseas numerous times, and has served three combat tours of duty. 

Shortly after leaving active military service in 1996, Bill began his work in healthcare IT as a Lawson Software Procurement analyst.  Having become certified, he worked on numerous projects nationwide.  In the ERP consulting field, he has participated and led projects including readiness assessments, system selections, full-scale implementations at single and multiple hospitals systems, and executive engagement management of multiple projects.  He has served as the senior ERP advisor to the CIO of large health system where he oversaw the systems consolidation supporting a 21-hospital merger.  He most recently served as a Services Delivery Executive assisting in the implementation of the largest Infor Cloudsuite implementation in healthcare. 

In addition to Bill’s consulting career, he has held IT leadership positions in healthcare including System Director, VP of Corporate Systems, and Regional IT Executive of a six-hospital system.  Over the course of his time in IT leadership he has implemented advanced clinical technologies including Bedside Medication Verification (BMV), Computerized Physician Order Entry (COPE), remote viewing capability for radiology stat reads, and led a major Electronic Health Record (EHR) upgrade. 

In his personal time, Bill enjoys spending time with Colleen, his wife of 34 years, and adult daughters Ellen and Avery, and granddaughter Lilly.  He is a long-time member of the Krewe of Carrollton and can be seen parading through the streets of New Orleans during Carnival season.  He is at best a “bogey golfer,” a decent sailor, and avid storyteller.
